Three of Congresswoman Lauren Boebert’s Amendments Pass the House with Bipartisan Support

Congresswoman Lauren Boebert passed three amendments to the Strategic Production Response Act through the House of Representatives, two by unanimous consent and one via a recorded vote with bipartisan support and five Democrats supporting her amendment. Congresswoman Boebert’s amendments to H.R. 21, the Strategic Response Production Act, will increase government transparency, help reduce gas prices, increase American energy production, and protect Colorado energy jobs.
Congresswoman Lauren Boebert stated, “The Strategic Production Response Act works to regain America’s energy independence while also preventing a rogue administration from raiding the Strategic Petroleum Reserve in a nonemergency situation as was done by the Biden administration. The Reserve has ‘strategic’ in its name for a reason. With the historic changes to the House rules that we secured, the House is now functioning as it should, with Members on both sides of the aisle debating and voting on policy issues that will help the American people. The American people want solutions, not just rhetoric, and that’s exactly what we accomplished with these three amendments that will help lower gas prices and responsibly increase energy production on federal lands.”
Background:
As part of the historic changes to the House rules that Congresswoman Boebert spearheaded, Members are now able to make more substantive amendments, engage in more debate, and create policy solutions that benefit the American people. Three of Congresswoman Boebert's amendments passed the House with bipartisan support:
Congresswoman Boebert’s Amendment No. 32 passed the House by unanimous consent. This Amendment enhances congressional oversight and government transparency by requiring the Biden administration to submit its plan to increase oil and gas production on federal lands to the relevant congressional committees of jurisdiction. Specifically, the amendment requires this plan to be submitted to the House Committees on Armed Services; Agriculture; Energy and Commerce; and Natural Resources as well as the Senate Committees on Energy and Natural Resources; Environment and Public Works; Armed Services; and Agriculture, Nutrition, and Forestry. This Amendment allows Congress to take back its Article I authority while ensuring a more transparent government with checks and balances.

Congresswoman Boebert’s Amendment No. 137 passed the House by unanimous consent. This amendment requires the Secretary of the Interior to identify areas for responsible energy leasing within Colorado’s Thompson Divide. This amendment seeks to provide a voice for local communities which were ignored and cut out of the process when the Biden administration unilaterally locked up nearly 300,000 acres in Colorado and the Third District through the stroke of a pen. Congresswoman Boebert has consistently opposed Biden’s decision to unilaterally lock up land in the Thompson Divide from energy development, and local stakeholders have spoken out about how this process unfairly failed to address their concerns. After the proposed land grab was announced, Kathleen Sgamma, President of Western Energy Alliance, eloquently stated, “the White House has initiated a withdrawal for the Thompson Divide while advancing a false narrative that energy development and land protection are mutually exclusive. Oil and natural gas activity has taken place in the Thompson Divide area since the 1940s while conserving the land. We can do both: we can develop energy while protecting the land. The area remains a vital resource and is located within the second largest potential natural gas reserve in the United States. There’s no need to lock away public lands and minerals, especially at a time of high energy prices.”

Congresswoman Boebert’s Amendment No. 33 passed the House with bipartisan support and five Democrats voting in favor of her amendment. This commonsense amendment allows a modest 5% increase to responsibly increase energy production on federal lands to 15% instead of the 10% in the original bill text. On Biden’s watch, gas prices have increased by 40%. To attempt to help combat his backwards energy strategy, the White House raided the Strategic Petroleum Reserve by more than 40%. It makes no sense to be dependent on foreign countries when American natural gas is the cleanest in the world—in fact, our natural gas is 42% cleaner than Russian gas and American innovation has allowed America to be the global leader in reducing emissions since 2000.

These three legislative victories give a powerful voice to the people of Colorado who have been left behind and forgotten by the Biden administration.
